Question: Why sales user even after giving marketing permission in permission template is unable to create any campaign?
Solution: This is the expected behaviour and the only way to overcome this would be to make them the Administrator or the Marketing User of their account to create email campaign.
Question: Email campaign report behaviour.
Solution: If the user domain is not whitelisted and you are using that ID as from address, the email wont be delivered but in the report data it will show as delivered for all the leads. This is an expected behaviour. So while checking the issue kindly ignore the delivered data in email campaign report.
