Root Cause:

Templates are tied to the Configuration ID (Config ID).

When the config is deleted and re-created, the link to previous templates is broken.

As a result, templates do not show up under the new config.
Action Required:
Check with the Product Team to back up or restore the templates from the old Config ID to the new one.
